There are two others I know of. PHP on Trax (http://PHPonTrax.com) which is pretty dang far along and follows ROR MVC exactly. The other one I know if is called Cake. I would be curious if someone could do a comparison on these three. Email me if you can review them.

symfony is more finished than cake, since a few websites already use it.

If you are looking for the fun and easy Rails style of coding in php5, you might want to give it a try.
