webserver - can't upload problem

Hi
Can anyone advise me.

I have created upload script, the thing is there's no error, the picture is uploaded to the webserver.

But it is not refreshing, I still seeing old images.

Meta tag won't work

there may be something caching somewhere - either on your pc, on your ISP or on your server.
