Removing special characters

I work with a CMS rich environment where titles often become file names of articles stored on the file system as .txt documents. User's are having issues due to special characters like curly quotes, emdashes and the like. Does anyone know of any good methods or algorythems that will remove these?

currently using about 12 of those in the script and characters are still getting by. plus, this only works for REGULAR characters.

You could go the other route and only allow certain characters. I'd use preg_replace for that.
