searching comma seperated list

hi,
here's the problem:

i want to search a comma separated list of values for a FULL and EXACT match.

i.e. with substr_count(), i will get a count of 1 while searching for "Fair" in a list of cities "Fairfax, Gilroy, Tulsa".

i need a function so it will not do this, but rather only show a match if it is only a full and exact match. like it won't show a find until you've searched for 'Fairfax', 'Gilroy', or 'Tulsa'.

how to do this? help!! 😕
