hey everybody!
could anybody here give me some directions as to how i can create a waiting list? For example a user signs up, and then clicks the 'join' link. He gets put into a waiting list and updates are done every few days to let in new users.

Sure. Store their information in a database. Have an 'administrator' page where access can be granted or denied to the user. Send the login information to the user.
What EXACTLY are you having trouble with? What you wrote is very vague.
