I need to create a new site with a member system , member profiles , picture uploads , and some other members things .. anyone know a good base to start with? I want to turnh this site into a Dating / Rating coummunity site , but i wanna build it , and design things and learn , but i need a good base to start with.

if you want to build it, start planning (on paper). i dont understand what kind of 'base' you want?

figure out what pages you need, what each page will do, then what database tables/fields you will need. all on paper. then start coding.
