Anyone know of any good city/business directory scripts. Kinda like Yahoo, but the ability to have favorites and modify layout for each id. Also, the ability to have merchant modify text on page.

It sounds like you are talking about a CMS with the main feature module being a business directory...
For the latter a database, some html forms and some query/display scripts is all that is required...
