i used to hang out (well still do help out over there) at www.haneng.com, but alas, it (along with asp) is slowly dieing.
DevShed doesn't seem like too bad of a place.
Mainly becuase they have all sorts of languages on there, but I still prefer PHPBuilder over thier PHP forum.
