My recommendation: Stop focusing on the PATH_TRANSLATED variable, and instead focus on what it is you are trying to accomplish. If PATH_TRANSLATED is not available to you, then perhaps you should look at another solution.

What version of PHP are you using? You might want to check out this page to get some more information. Note that the information about PATH_TRANSLATED on this page pertains to versions over 4.3.2, not just PHP5.
It's easy to get bogged down in the details of why a certain function or variable doesn't work. Remember that it's usually more important to focus on what you are trying to do, and find something that works for you.
Incidentally, have you tried using SCRIPT_FILENAME?
