Send email on given basis

1st, don't know where to post this.

2nd, here's my question/problem:

is there a way with php to have it send email say every month without having to access the script via a browser ?

also without CRON I'm lloking to dothis without a scheduling program like CRON or Task Scheduler.

Only if you run a script. So the answer would be no.
