News Engine?

I would like a the below feature on a site i'm working on:

On the main page there needs to be a news engine in the main body. This php news system will need to be able to be updated by two users, Truewiseman and Shammy, through a simple control panel. It is important that html is able to be posted when we go to type the news posts in case we want to include images
or links or something like that. The news engine needs to show who posted each news post as well as show an individual avatar for each of the two news posters. These avatars may be substituted by placeholder images for the time being.

Is this possible? If so any guidance would be much appreciated, thank you!

of course it is possible. maybe do a google for a tutorial on building a blog with php. that should just about cover most of your features, it would then just be a matter of fine tuning.

Hi thorpe, thanks for replying, is building this "blog" complexed? I don't really have much knowledge of php. I have dealt with html before. Do you program in php? If so how much do you charge?
