You really should start out, with a free open source CMS system
The big ones are Mambo and PHP-Nuke.
I prefer the smaller ones, with flat file data storage ( without SQL )
There are 100reds of good CMS - website Content Managment Systems out for free.
Yours would only be number #101. And we do not even know if it would work.
And certainly not if it would make anything better than the others.
Is it worth the trouble.
If I need a car, I have plenty of Japanese, Korean, Chinese and European models to choose from.
My first choice, wouldnt be to start building my own.

But the road is long ..... towards your goal.
Not even experienced PHP programmers ( and there are several around here! )
would start such a project you are talking about .
Maybe because they ARE experienced and know what it takes 😉
