I would imagine not. In the specifics of most hosting contracts they specify that you should have tested all your code on a development server before it's uploaded so you don't end up screwing their server.
Could you not just create your own local environment for testing? It's absolutely piss easy if you use something like http://badblue.com/ and a php download. Eventually you'll want to move away from BB, but when I was green as gangrene I loved it.
There's also this really easy php/apache/mysql installer thing, but I'm really drunk and can't think what it's called.
