I did what you said, searching for php.ini, a long time ago. Believe me, I tried many things before resorting to posting and getting chastized.
However, just to ensure I wasn't making a stupid mistake, I ran phpinfo() again, and searched for php.ini. The only one it refers to is the one in /etc. It refers to other ini files, like mysql, etc... but no other php.ini. As it turns out, restarting Apache seemed to solve the include_path problem. Thanks very much for the tip -- it's very much appreciated.
And one more thing... although you were kind enough in replying and sending me in the right direction, keep in mind that PHP is a difficult application/layer/whatever to debug. Speaking for myself, I have extensive experience with Unix and Linux, so I am not wet behind the ears. Trying to find an answer on this website is like trying to find the proverbial needle in a haystack. I thought it would be much easier to post a new thread at the expense of being chastized.
Keep this in mind the next time you get annoyed at someone posting a topic that has been beaten to death. If the answer was so plainly obvious, do you think I'd be posting here?
