I believe it's a British term (used in Australia, for example) for a system of bidding (such as for a contract). It's where the term "legal tender" comes from -- if I give you money for an item, at the point that you accept the cash, the item belongs to me, even if it's still in your possession.
It's soft lights, music, candy, flowers, attentive listening, empathy, etc. All the tools men use to convince women that we're actually caring, feeling, evolved beings, instead of what we actually are.

It is a new project but I have tried it and it works very well. It looks like the guys there are devloping it actively.
