how do you create foreign keys in MySQL 3.23.58, 4+?

I know they're not real foreign key constraints, however, for schema and consistency in architecture I'm required to "create" them anyway. What's the syntax? I honestly, truly, don't know.

This is what I got from the MySQL Manual:

ALTER TABLE applicants CREATE INDEX fk_referral_id ON applicants (referral_id);

That is, of course, wrong, but I have absolutely no clue what's the right way to do it. Sorry so stupid, I just don't know.
