forcefully displaying banners on php pages

Hi. I have am working on getting a free webserver/host to display a banner on the top of every php page.

How would you go about doing this? Would you use auto_prepend?
I thought of doing this but I believe there could be so much conflicts by doing this.
Such as by displaying the banner on the top of every page the user would not be able to use cookies/sessions because headers would already be sent.

Has anyone ever done this before?

i think using auto_prepend would be the only way you could guarentee that no one could find a workaround.

run a cronjob that opens up every file on the server (excluding images,flash e.t.c.) and inserts (and checks) the banner at the top of the page

Ok, the only thing is Im wondering if there is some way to avoid the output being sent and conflicts starting up with headers/cookies/sessions
