mysql access host problem

Dear sir,

i have a small problem

i have 2 servers using php + mysql
one of them linux fedora + cpanel and the other windows Xampp
and i wrote small program to conect from windows to linux to insert records in mysql by php

what i need to make mysql access host global so that i can access it remotely

any one have a solution ?
