Standalone apps and php

I have a project in mind for a library management system which I would like to try building with php/mysql.

Are there any Delphi-like IDE apps out there that would do the job? Can the code be compiled into an executable?

Running XP, IIS, PHP4, MySQL 4.1.

Have you had a look at PHP-GTK? GTK apps are not compiled though - they still require the PHP interpreter and PHP-GTK framework to run.

I have seen a PHP compiler which basically embedded the PHP interpreter into the executable - not exactly ideal.
