It's great to see the lovely lovers of PHP develop projects for it, but do we really need another one? It seems as though this is just a PHP Template parsing script (at least from the PNG image you showed us) which is exactly what SMARTY is.
But after visiting their site I see that it's not just a template parsing script, but rather a full blown CMS with extensions. Woo Hoo!! Drupal, Xoops, PHPNuke, Geeklog and all the others weren't enough? I'm not seeing any advancements that they've done, or anything new that they bring to the table.
Then again, they do bring some interesting english to the table:

Have I interested.... huh?
Green Orange Site wrote:Want to send instant messages to members. Currently available to registered users only. Click here to register!
The first ¿sentence? seems more like a question, but where's the question mark?
Green Orange Site wrote:Green Orange is a community of the lovers of the php and that they develop a project called Green Orange Framework.
The PHP? I didn't know PHP was an object. I thought it was a scripting language. That they develop a project? Is it in development, or done? I guess we'll have to wait to find out.
And one last rip on them....
Were they not in time to get the name "Ruby" so they took Green Orange? Incindentaly those colors are made from colors that also make ruby!! Coincidence?
If they beefed it up, and fixed their translators (which seems to be the issue with the english site) then maybe it would be worth it. Not sure if I'd use it to develop any projects though.
