Hmm. Interesting idea.
Many people are just "webmasters" for a site, a personal or non-profit or whatnot, who just want a "pre made" script to do something: hit counter, "tell a friend", image gallery, contact form, etc. So the case could be made that there is a valid need for this.
The counterargument would be something like "that's why {%LIKE hotscripts.com%} exists", and it could be a very valid counterargument.
So, it does come down to what kind of community this is, as Shrike points out.
One good question: is there any other community with a similar mission and constituency as phpbuilder.com that has such a forum? If so, for what reasons did they add the forum, and has it been a positive or negative influence on the community?
Personally, I tend to feel that this community is about writing scripts, not so much for finding others' scripts. But, I'm an avid "do it yourselfer" in almost every aspect of life, and my POV may not be mainstream (AAMOF, I'm quite sure it isn't for many possible definitions of "mainstream", but that's rather beside the point).
One indicator of the need for such a forum within the community would be if this thread becomes rather well-worn......
