[RESOLVED] Shebang differences

Does anyone know why if I run php from the cgi-bin and use the shebang

#!/usr/local/bin/php

I have to put two returns after it for the script to run? And if I try to use a redirect it says the headers have already been sent. Using

#!/usr/bin/php

Works fine with just the usual single return and I can header and cookie all I like.

just guessing here. could it be that the binary located at /usr/local/bin/php is the CLI executable and the one at /usr/bin/php is not?
