store and fetch Hebrew from dB

Greetings (MySql 4+)

I need to store and fetch from my db strings in Hebrew.
In some applications it works, and some don't.

Can you help me understand how it works?
In the db (with phpmyadmin) I see the Hebrew corectly, but when I fetch it to other html pages, I see ??????????????????????

My pages in one application are currently encoded window-1255

and in another app: UTF-8
