A couple problems maybe you have an answer.

I am writting a update/delete page for a cub scouting event. It's a page like ucub_profile.php?id=## and where ## is you have the record id number. Loading the page the first time works fine and the correct profile is loaded. However If there is an error the page loses the id value and loads a blank page of just ucub_profile.php

I have tried using the meta refresh for html the problem isn't the refresh it's loasing the "id" value after the SQL reads it in and displays it the first time.

you can save your id in a session-variable, so you can access that one everytime
the page is generated
