There are just a couple of things you need to figure out. First, is how you are ranking folks--what their scores are composed of etc. then its just a matter of either sotring the rankings in a db, so that when someone loads the ranking page, it shows the most recent rankings, or calculating and displaying the rankings on the fly. Either way is fairly simple...the hardest part is figuring out how you are going to rank them.
