error connecting to mysql db

Hi there,

I get the following error some time when accessing MySQL from PHP:

could not connect : Can't create TCP/IP socket (10093)

My set is as follows:

Windows 2003
IIS
PHP 5

I get this error sometimes only. But then I have to re-start the computer to fix this error.
I could not say when the server goes down. It's really annoying my client.

Please help me fix this issue.
