Hebrew Help for PHP

I have a client who writes his content in Hebrew. When he submits his text to the web site via a content management system we've written in php, and pulling from a MySQL database, the resulting text on the web page, is, well... not displaying correctly, to say the least.

Any ideas where I should start looking for a solution?

Are you using the correct charset (charset=iso-8859-8 Hebrew Alphabet (ISO)) in your metatags?

To be honest, I am not 100% sure, now that I think about it, cos:

1- Hebrew is a non-Western language.
2- It is read from right to left
3- It has non Roman alphabet characters
4- requires Hebrew font(s) to display correctly

All the sites that I have seen Hebrew on, displays the text as a .gif image, rather than "text".

Also, you may need to specify Hebrew in your CSS, an example I just saw was like this:
