CGI error in W2K3 (IIS6) with PHP 5.1

I have followed the install procedures, however, it shows CGI Error when I try to open a test php file, (which just echo "hello world").

I have tried to install 5.0.5 by the window-installer, and it works fine (at least the testing page).

Do I miss something during the installation? Please help!
