Remove file ext from url string

I hope that someone can help.

I am calling the $_SERVER['HTTP_REFERER'] but want to remove the actual file ext and the http:// part of the string.

I would like to be able to check the referring domain and directories but do not want to worry about the actual file that is making the call.
