Creating Control Panel/Page Help

I am new to php so please forgive any stupid questions.

I have created an Intranet using php and a MYSQL database, all working ok.

I have a number of section e.g internal news that I would like none IT literate people to update. I would like to create a control panel/page that allows a user to type plain text and then submit it and turn the text to HTML and save into the db. And also when retrieved display as plain next not html.

Does anyone now of any code that may help me on this?

You need a content management system. Check out http://phpnuke.org There are others as well.

I know this would be the easiest way but as I have done the work on the site already i don't want to strart again as it would be.
