About searching dynamic pages

Hi everyone, I got a question about letting googles or other search engine to search some dynamic pages. I read the technical support from googles, it says " Don't use "&id=" as a parameter in your URLs, as we don't include these pages in our index " , however, when I browsed the web, I found that some of the pages containing &id or ?param can be searched. And why can't my page be searched?
How can I let the search engine search my page?

Technology is getting better, a couple search engines (like yahoo and google) CAN search URLS with a complex URI at the end. Most of them cannot.
