Parse Error and 'isset'

I'm bet this is one of the most asked question, but I can't find a good answer. I'm new to PHP and am getting an error that says:

Parse error: parse error, unexpected T_IS_EQUAL, expecting ',' or ')' in ... on line 147.

This is line 147:

if (!isset($_POST['cn'])=="DSL" && $_POST['isp']=="Qwest.net") 

The thing is, I have my php code on a unix server, and this one guy wanted to use the same code I have, and he has a windows server loaded with php 4.3. On his server, I have to use 'isset' on his server, otherwise I get errors all over the place. Getting close, except for this line. what is the right way to use isset here?

if (!isset($_POST['cn']) && $_POST['isp']=="Qwest.net") 

that would be the way to fix that statement so it would work, but it may not evaluate as you intend.

something like

if ( (isset($_POST['cn']) && $_POST['cn'] == 'DSL' ) && (isset($_POST['isp']) && $_POST['isp'] == 'Qwest.net') )

might be more what you are trying for.
it says basically

if (post[cn] is set AND post[cn] = DSL)
AND
(post[isp] is set AND post[isp] = Qwest.net)
then do something
