Creating a dynamic website

I have to create a web site, with some pages which has to be updated on a regular basis. These pages consists of something like: lists of shows on a particular tv channel. How should I go about it. -- Can I do this in PHP? I dont have vast knowledge in PHP.
--Should I be using a Content Management System? If so which one(open source)?
Which do you suggest considering the limited time I have for the project.
