php list/table help

when i have this inside my page (its inside another table) it really messes up the existing table.. but when i plug int he data manually, it works fine. im not sure what im doing wrong

Compare the HTML you get when you insert the data manually with the HTML you get when you insert the data using your code. The differences between them will explain the differences in layout.

im not sure what it is anymore.. i did run the code by itself, and got the html table back, and it looked perfect

whats weird is when i manually type it into the parent table, it works fine. when i use php in that section, it gets all messed up.. even when i just do a echo "whatever"; it still gets thrown out of the table

above is the parent table/page.. right now the download list is hardcoded as you can see.. its also here http://montgomery.53mp.com on the top right side

now if i put the maincounter.php in its place it throws the entire table off.. and it shouldnt. if i put the outputted maincounter.php contents into the parent table, it works fine.. but it doesnt work with a php code in there for some reason
