Upload and Resize

I want to upload a picture from my desktop and then resize then save it!
I want it to be able to do the following

1/ Be able to select the folder it's going into!
2/ Save the URL for the original size and then the resized pic!

Can someone help me with this! Part one I have no idea at all on how it works

Javascript might be the way to go. I know there are some functions in it that resize images.
