It sounds like a breakdown in communication between you and your host.
You don't need to go near mysql until you are ready to, and have a database application which you want to get working. If you just want to upload a simple PHP script which doesn't use any database data, then it makes no sense to "upload the files for editing to a mysql database".
I don't know anything about fckeditor, but if you don't like it, you shouldn't have to use it. You can edit your files using your own favourite editor on your own PC and then upload it to your server when it's ready.
Try contacting your host again, you may get through to a less confused staffer there. If not, try a different host who is competent in differentiating arses from elbows.
