Korean Blog or Message Board

Hello:
I am new to the PHP community. I am attempting an ambituous task. I only speak English, yet I want to create a Korean Blog or Message Board, similar to this one. Its for my Tae Kwon Do instructor. I have already created a web site for his school. He wants a blog where he can talk to his Korean friends. Does anyone know anything about the Korean character sets and how I can allow visitors to this blog type in Hangul? Can I use a English PHP script and just specify the charater set as Korean in the meta tags of the html/php pages? Also it would be nice to be able to have the blog switch from English to Korean, not translate, just post in either Korean Hangul or English. Can anyone help me? Any help much appreciated. Thanks in advance! 🙂

If you're interested in good blogging software (I use it on my site and love it), you might want to try Wordpress (www.wordpress.org). It also has a Korean language pack: http://codex.wordpress.org/WordPress_in_Your_Language

I think with some tweaking you could get it to change languages, as well.

If you're really looking for a PHP solution that you want to make yourself, sorry about this post. If not, why remake what's already out there and ready to go?
