updating content of site while offline

Hi all
I want to write a web application, using a database (assume MYSQL).
The contents of website will be made from database, and webmaster(s) can update the contents via browser.
But I am looking for a solution, in order to enable webmaster(s) change the site offline, via a client application. And this is very important that they may not have MySQL installed on their systems.
I need a solution, so any idea will be so useful.

and how do you propose they update a database they have no connection too?

seriously, they'll either need a connection to the live database, or will need mysql installed and update a local copy.

You could create a program that uses notepad or wordpad or some other text editor on the client side and allow the user to edit the actual code, then when they hit update the program creates a connection and updates the files. That is the only way I see, but in the end they still have to be online/connected to upload the new files.
