PHP can't do this on its own. you need to pass the request through onto the phone network. There are two ways of doing this.

1. Fit an MMS/SMS device onto your server, or another computer on your network and route the messages through that.

Or 2.
Sign up with a company who specialises in this and pay to use their gateway.
