Vertical Scrolling problem in Web page?

Hi ,

The Problem:
Scrolling is not working properly. We can't scroll the 'vertical scrollbar' from some point. It is paused by someway...So we can't view the whole page. The problem is not for a single page .

Is this problem related to CSS. or anything else? 😕
