Can this be done in PHP?

I'm only a novice with PHP, and I hope those of you with more experience could advise me:

I want to know if this can be done with PHP and if there are any already made scripts for it.

Here's the idea:

one page seperated in 3 sections:
top, middle, bottom.

On top, 1 picture of the latest "subscriber".
In the middle, 10 pictures of the "most popular" subscribers, based on a numerical value I'd like to change at any given time.

At the bottom, 10 pictures of the latest subscribers.

Finally, a seperated page, where people can "submit" a picture, and some info, to be added by admin's permission only.

That's it!

Could anyone give me any pointers as to where I could find a PHP script that does something similar ?

It can easily be done -

Store your images with the appropriate numeric ranking and date they joined.

For example, in a database table you might have, for each user's approved image:

a) uid
b) date created
c) name of image
d) numeric value for ranking

Then, on the top part of the page, simply have PHP query the database to grab the latest image (based on 'date created').

In the middle part of the page, query based on the top 10 images according to the top 10 numeric values.

On the last part of the page, query based on the latest 10 'date created' images.
