Mapping Software

Im looking for any information anyone can share about mapping software they have used. My company is looking for some software that wont cost a fortune and will allow us to do routing between addresses. Were already using the Yahoo geocoding API to reverse addresses but now we want to find driving distances between two points. I took a look at MapQuest but it looks like its around $5000 just to get your foot in the door. I was wondering if anyone had any experience with another product and could share that.

Yes GIS, but I really only need a routing module. Ive seen what MapQuest has and also ArcWeb, but both seem to be very expensive.

I'm just wondering if there are any other companies that can provide software or an API to get routing information from. Mapquest is $6k a year for 500,000 transactions, just for routing and ArcWeb is $1250 for 100,000 transactions.
