ModRewrite doesntt work in root directory

I am running a .htaccess in my root directory with this in it

Options +FollowSymLinks
RewriteEngine On
RewriteRule ^catid-([0-9]+).html  establishment.php?id=$1

I put the same .htaccess file in a sub directory and it works in that directory.

any ideas??
