Do you have PHP and Apache installed on your machine so you can test your scripts? If not, that would be a very good place to start.
Set up a testing server locally. There are plenty of good pre-packaged downloads out there to turn your box into a server. You should look for installing: PHP, Apache, MySQL, PHPmyAdmin... You could also download them individually from their respective sites. I started with: http://www.easyphp.org/ , but, as I mentioned, there are a few others out there too (such as http://www.apachefriends.org/en/ and I think this is the preferred one around here: http://www.wampserver.com/en/index.php)
OR, if you are going to hold off on this for a bit and test your scripts on a host's server, then I recommend these tutorials (well written, easy to follow): http://www.zend.com/php/beginners/index.php
After you get the hang of PHP's basic syntax, and everything is working, you will probably want to learn how to connect and interact with a database. There are plenty of great articles ant tuts on the web, on this site, everywhere really... So, here is one that others have recommended on this site to others: http://www.php-mysql-tutorial.com/
