Aparently random variations in query output display

I have almost finished the basic structure of a web page (my first one!). It all seems to work fine except a strange thing. This code:

    $nom=stripslashes($row['name']);
    $int=stripslashes($row['intuneissue']);
    $questword=stripslashes($row['questionwording']);
    $file=
    "<i>Please write down your email without deleting the following information</i><br />
    =========================================================<br />
    <strong>Name: </strong>$nom <br />
    <strong>Intune Issue: </strong>$int <br />
    <strong>Question Wording: </strong>$questword <br />
    ";

echo '<tr><td colspan="2" height="30" width="80%"><FONT SIZE="-1"><i>Should you have any suggestion regarding this question, send a</i>';
echo '<a href="mailto:[e-mail]?subject=Intune data base suggestion&body='.$file.'"> Quick Email</a></FONT></td></tr>';

produces the desired output for some registers:

Should you have any suggestion regarding this question, send a Quick Email

with the "Quick Email" part as the link. But it also produces the following output for some other registers:

Should you have any suggestion regarding this question, send a "> Quick Email

which have the part " "> Quick Email" as the link.

Can anyone help me giving a clue. Thanks in advance.

probably some of your records contain double quotes (") which are screwing up the HTML output. run the data thru [man]htmlspecialchars[/man] before outputing it to the browser.
