note if the file downloaded(issue)

Hi guys,
I need your thoughts/ideas or maybe a help in coding.. pls lend me a hand.

I've added the username, filename and date/time to DB when a user start to download a file to avoid multiple downloads at the same time, now to the question: Is there any way to find if the file download is complete?

As I think
If the "download" (which is an upload to the user's machine) is not initiated by you at server side with some controlled way (ex. fsocks etc.) but by the user (like right click on the link and save as ) then no way.
