It appears to be HTML, CSS, and Javascript.

Just go to the Web site and wait until it loads then right click on a blank area and then click on viewsource.

Save the code that pops up as an HTML file and then after you have exited the Web site load the HTML file into your browser.

That should get you started.

I don't know what they use for a back-end.

Some of the links use PHP as you can see when you put your mouse over them.
