This is one of PHP's built in files which it will serve if some "magic" query strings are used. If you disable expose_php in php.ini, it will be disabled.

Aguably a security flaw as the images and query strings differ slightly though different versions. This means that if the ini setting isn't disabled the php version can be determined.

It's kind of funny, but I don't really see the point. And yes, I see how it could be a security flaw. It'd be safer just to have omitted this thing.

It would've better if it were a picture of dog biting a cat's ass or something like that. (You don't see that very often 🙂)
