mailto fine for FF but not for IE

Hello,
I would like to have an href mailto work fine at least for Firefox-Thunderbird and Explorer-Outlook, but it doesn't works properly when i use the IE as the browser, irrespective the mail client i choose. The code I use:

When I use IE it opens a window in my mail client and a window mailto with this body information:

The code <CODE></CODE> elements are HTML and only show code even if it is wrong, it does not or should not execute, it is for showing code without execution. In the snippet of HTML you have shown the only thing close to PHP is the echo statement where the first one look kind of OK but you need a <?php or <? before the echo and ?> after the semicolon ; but like I showed at the beginning of this reply using the <CODE> isn't going to do anything or shouldn't.

I intended to use the tags for this forum to quote the code i posted.
The code a pasted was just a part of my script, this is why it has not the php script tags.
Anyway, thanks for your answer. Someone in other forum told me my problem could be due to an IE bug. So...

I have found this article in http://html.conclase.net/articulos/mailto. I feel sorry because the article is written in spanish, but it refers to several english written articles. It says, in short, my problem is due not to an IE bug but to a widely extended bad use of href mailto attribute, which can not include anything else than de email address.
