I'm not sure what criteria you're using to distinguish between between "average" and "expert" resumes on Monster. If you're looking for expertise in a particular area, then maybe you should state exactly what you're looking for. There are many areas where PHP/MySql has been used as the platform of choice. Some of these use standard third-party extensions. You may find that some people have spent years working in a particular area - for instance:
John has spent 5 years working exclusively on oSCommerce sites. He knows osCommerce intimately, has a whole bunch of tricks for optimising it, and can analyse in an instant how easy it would be to customise osCommerce to do things exactly the wya you want ot. He is also very familiar with various payment service providers such as Worldpay and Paypal and integrate with any of them in a few minutes, no need to read the specs. He knows them by heart.
Mary has 5 years experience working on large distributed content-managed sites. She is vary familiar with a number of open source content management solutions, and is a whizz with Smarty templates. She can integrate an RSS feed in seconds and knows where to find just the feed for your needs. If you want an easily updated, content-rich site, she's the woman for you.
Doug has worked on a variety of systems over the past 5 years. Mostly he works on the back-end, shying away from the minefield that is the presentation layer. He eats and breathes PHP/Mysql. he knows the most efficent way of connecting to a database and getting back exactly what you needs. Although not a fulltime Mysql DBA, he has picked up a lot along the way and can teach the dba's a thing or two when it comes to optimising tables.
Stuart has concentrated on graphics work in PHP over the past few years. if you want someone to draw you trend graphs or piecharts from dynamic database data or uploaded spreadsheets, he's the man. Likewise, he can build you a CAPTCHA graphics system which will baffle the orneriest spambot.
Peter is the systems guy. He knows a ton of Internet Protocols intimately, and knows by heart the best libraries for each one, and has a library of his own code wrapped around them. If you want your PHP code to anything complicated with the OS, mail servers, DNS servers, or any other systems software - h's probably done somethign very like it before.
Jill is a Jack of all trades and can turn her hand to any of the above. With 7 years of experience she's covered many, many areas of PHP. She doesn't have the skill in depth in any of the individual areas that the folks above do, but she is more of a generalist and her total knowledge of PHP/MySQL is more than any of the others.
Any of the above could be considered an expert. But they're not transferrable. One of them might be perfect for your needs, the others wouldn't.
